Target List Housekeeping/Optimizations

I had a question about some house cleaning/optimizations around lists.
For individual accounts, what is the threshold for Impressions before we should cut them from our target list due to non-engagement/non-activity?
The situation is we are expecting a new list from sales that will go into a Pre-Suspect list associated with an awareness campaign. I see many accounts in the current list with X,XXX – XX,XXX impressions and either 1 or no clicks. The goal for this target audience is visits to key pages on the website. I would like to clean out the accounts where we are spending money but producing no action in order to make room for this new list.
The new list is ~600 new accounts.
Is this a good housekeeping activity?
