Question about "impact rate"

Hi there-

I am trying to determine the impact rate for a highly targeted, short-lived display ad campaign that we recently concluded. Based on the numbers shown in the attached screenshot, would the impact rate be 0.66% or 66%? I'm just not sure if I'm supposed to multiply impact rate by 100 or not. 0.66% seems awful low. Any advice here?
