Accounts on the Dashboard vs. Accounts in Segments

In the "Account Journey" section of the new Dashboard, the amount of "Targeted Accounts" for a filtered campaign doesn't always match the amount of accounts in the actual segment the said campaign is using. Does this mean that the Account Journey is also accounting (pardon the pun) for accounts that have passed through the segment but no longer reside there? We want to make sure we are accurately reading/interpreting the data for this part of the dashboard.
