Building a Segment by State (but not the "Domestic Main Office" state)

Howdy gang, I hope all is well.
Today we are looking for a way to target based on state but not necessarily the state of the "Domestic Main Office" - does anyone have any advice on how to do this?
For example: www.deltadental.com - this account has offices in California however the "Domestic Main Office" is not in California. How can we target the persona at this account in California? Our ad will invite folks to an event in the area, so it really doesn't make sense to promote outside of the area.
Has anyone tried to do this before?
Any information helps, thanks a lot!

@sydneyp What platform are you planning on using to deliver the ads?

This is an issue that we deal with regularly. Here is how we have tackled this.
- We add office locations to a 'Location(s)' field in Salesforce. In your example, we would add 'California' or 'Sacramento' in the Locations field.
- You can then sync that field with 6sense and use segment filters to create a list of accounts in each state.
This only solves the segmentation by state of occupancy question. Targeting the personas only in that state is not possible using the 6sense ad platform, to my knowledge.

@sydneyp perhaps @Kyle Dugan on our team could also add some thoughts.
